This is Linville Falls, taken from the Plunge Basin Overlook. The Linville Falls Trail System consists of three short hiking trails and several overlooks on both sides of the Linville River. It's accessed from the Blue Ridge Parkway, a few dozen miles northeast of Asheville, North Carolina.
